Owner (PL150) shown inconsistently in roles and permissions

Steps to reproduce

1. Jim creates a new room.
2. Jim upgrades the room to v12.
3. Jim adds a member to the room (Eero).
4. Jim sets the PL of Eero to 150.
5. Jim opens the Roles and permissions > Edit Owners or admins.

Eero is shown in the Owners section and the checkbox for him is checked.
