RTC Session Error (reported on element-hq/synapse)

Steps to reproduce

Make an Element Call from mobile to mobile or mobile to desktop with self-hosted matrix-synapse and LiveKit.

Using Element Call between desktop computers has no problems at all with the same homeserver (with self-hosted LiveKit installed).

NOTE: This issue was originally reported here: https://github.com/element-hq/element-call/issues/3257

What did you expect?

Element Call to work using self-hosted homeserver and LiveKit.

What happened instead?

Element Call initially works but then abruptly stops and displays an RTC Session Error "The MembershipManager shut down because of the end condition: Error: Could not restart delayed event, even though delayed events are supported."

Please use Element Call associated issue. It sounds to be an Element Call server configuration. We can do very little on the app side.
