Allow "key storage out of sync" toast to be dismissed

Problem

The toast that tells users that their key storage is out of sync. currently requires the user to take an action immediately - e.g. there is no other way to get rid of the toast. This upsets users, because from their perspective everything looks good (no immediate issue at this very moment), and now there's a toast in their way which they can only get rid of by actions they may not be able to perform at once.

Solution

Allow the toast to be dismissed/closed (e.g. a close button at the top right) which will make it go away. It would come back at the next application restart or refresh of the page in case of the web app.
