Email message not sent when adding email address to account

When I try to add an email address to an account (on web, desktop, mobile) it says that I should check my email and click the link. I never receive an email (I've checked spam), and when I click "Continue", it takes me to a "Single Sign On" page. If I confirm it's me (with Google), the browser that has opened just says "thank you", but the app gives the following error:

MatrixError: [400] No validated 3pid session found (https://matrix-client.matrix.org/_matrix/client/v3/account/3pid/add)

Is this an issue with Element, the matrix.org server, or the matrix protocol? Also let me know if I should file this issue elsewhere.
