User must accept ToS during signup, not after signup

What would you like to do?
User must be presented Terms of Service and accept them during sign, not after signup. Right now, the users sign up before accepting the terms
Why would you like to do it?
We need to do this to be compliant with the Digital Services Act
How would you like to achieve it?
Linking to the terms and adding a checkbox for users to accept them on the screen shown above would be enough

I am somewhat guessing at severity here: I'm assuming noncompliance is a major problem though?
