Detection of delegated OIDC once logged in is outdated.

The OIDC MSCs were updated before being merged to use the CS API instead of the well-known to advertise the issuer and account URLs.

Therefore this check implemented as part of adopting MSC3824 doesn't work and users don't have a way to manage their account with MAS.
