Emoji reactions should use the colourful variation-16 selector when available

For emoji in https://unicode.org/emoji/charts/emoji-variants.html, we should prefer sending the colourful variation unless we are very deliberately sending a black and white one. This is more correct than leaving it ambiguous by missing off the selector, where some platforms may assume you meant the black and white variant. This issue is still reproducible with iOS App Version 1.11.32 in 2025.

Would somebody mind bumping up this issue? All other well-established matrix clients add a variation-16 to their reactions. (Including but not limited to all other Element clients.)

In end-user contact (not only with my self ;-)) this came up multiple times due to the nature of all other users in the conversation, regardless of the client, being affected by this bug.
