add version to OS menu for electron as well as the version cog

For the desktop (stand-alone) version, there needs to be an About menu item under Help that gives Name, Copyright, License (Apache 2.0) info... and version.

For the web version, the version info should be in subdue small lettering at the bottom or in a bottom corner of the interface.

@aaronraimist it does not exist in linux version of the electron app, at least not on Ubuntu 16. It's annoying to not know which version you are running. :+1:
