Cannot add new spell check languages even after deleting current one, leaving user with no spell check

Steps to reproduce

  1. Click on Settings Gear -> All settings
  2. Go to Preferences
  3. Click on Add button (visually appears enabled)

Outcome

Expected result:

Some form of popup or other way of selecting a language
