Manual verification fails due to erroneous e2ee disabled message

Steps to reproduce

1. Select user, and a given session

3. Click on given session, and then "Manually verify by text"

Outcome

What did you expect?

User's session/device to be verified

What happened instead?

Attempt silently fails, and dev. console shows:

"End-to-end encryption disabled"

No logs (debug level) on Synapse-side.

E2ee very much enabled and working, in particular w/this bot (its ability to function directly and within room predicated on e2ee working).
