Shift+Alt causes top menu to pop out on Windows 11

Steps to reproduce

1. Whenever I try to switch the language using Shift+Alt the top menu pops out and annoys me a lot
2. Shift+Alt
3. Release alt
4. Popup
5. Release shift

For nothing to pop-up
