Rageshakes without logs aren't really of any value - we should probably just send them with debug logs or not at all, to avoid people thinking they're submitting useful debugging info when they aren't.

Rageshakes are still useful as a general feedback mechanism though, and we do appear to occasionally get rageshakes coming in that are purely textual feedback. Perhaps another solution would be to separate the two purposes of rageshakes out into visually distinct actions, like Element Web does:
