Document org.matrix.call_duplicate_session

https://github.com/vector-im/element-call/commit/81a763f17f78a717f9198f444ff3538e71f08dcd introduces org.matrix.call_duplicate_session as a to-device event to coordinate between instances so that only one client can run per device at a time.

It should be documented or even specced somewhere.
