Call came back from the dead

Steps to reproduce

After the call (in app), the call seemed to start again a few times, triggering the toast notif. Some people accepted, and the call began again.

Outcome

What did you expect?

Call to end after we left and not to start again.

What happened instead?

Call started again several times.

I was in the room, and from what I can tell:

• tom and others seemed to send a new join membership after leaving, I am unsure if that was user driven or the app rejoined them?
• call notifications were driven by other users joining the call, except I suppose the state must have resolved to an empty call and caused the notification to fire.
• this happened several times until eventually everyone left.
