Reconnecting resets your local muting of other participants

Steps to reproduce

1. Activate "mute for me" on another participant
2. Have your connection to the SFU fail
3. Wait until LiveKit automatically reestablishes the connection

Outcome

What did you expect?

The other participant should remain muted, because that is still the state visually shown in the UI.

What happened instead?

I can hear the other participant again, even though the UI claims I have muted them.
