No error given when screenshare permissions fail

If your browser has somehow lost permission to screenshare (e.g. chrome on macOS) then you get a console warning when you try to screenshare but nothing in the UI.

I think we need to show a modal when this pops up. We should discuss this tomorrow.

@jakewb-b just ran into this bug where he didn't have the permission enabled in the macOS privacy/security tab. It'd be nice to link to an article outlining how to enable those permissions.
