No notifications even though Troubleshoot Notifications list no problems!

Steps to reproduce

I hardly convinced my friends to use Element (Google Play Version) When I'm sending them a text, picture, video etc... message they tell me they never get an Notification! When I'm next to them I test it out and they are getting the message?! Maybe because we are connected to the same WiFi? Maybe because our phones are close? They also tell me that they get the messages very late like few days later or months later. I used the troubleshooter for notifications on their app and everywhere is a check mark, so no errors! I checked if they have the app and play services on the latest version, if notifications are enabled in the phone and app settings, checked if the push notifications are trough google play services and everything is fine! But they still have this issue and they tell me to use WhatsApp all the time and i don't want that. I'm the only one with the F-Droid Version and everything works out of the box! Please fix this issue!

I'm having the same issue. I feel like notifications used to be more reliable and that was a big reason I started using the app. Now they're often delayed or missing. Now if a message has to be timely, I revert back to regular old sms.

This issues seems similar to https://github.com/vector-im/element-android/issues/8323, https://github.com/vector-im/element-android/issues/8252 and maybe https://github.com/vector-im/element-android/issues/7990 (while the oldest report is maybe https://github.com/vector-im/riot-android/issues/3434) but because https://github.com/vector-im/element-android/issues/8608 is the most detailed one I would keep this one open. https://github.com/vector-im/riot-android/issues/995 says the bug was fixed in Riot v0.8.22.

@Git08hb Although I can understand your anger (I have the same problems) I recommend to change the title to something less emotional and specify it like this: "No notifications even though Troubleshoot Notifications list no problems" (to indicate that the already known reasons are not causing the current problem). Futhermore I would recommend to open a different issues for the message delay because it is maybe a different problem.

Edit: I think the notification problems won't be fixed because of https://github.com/vector-im/element-android/issues/8606#issuecomment-1669902114 – so we have to wait for Element X.

@r4dh4l Imho the notification stuff should be fixed even with the transition to Element X, they say that critical issues get fixed and a messaging app that fails to show notifications is critical in every way.
