messages not sending as encrypted

Steps to reproduce

1. Send message to encrypted room
2. Shows sent but other user doesn't receive
3. Check beeper client
4. Beeper says bridge did not recieve decryption keys

Outcome

What did you expect?

Message to send as encrypted

What happened instead?

Message sends unencrypted.

Note this is not an issue on the desktop element client or any other clients such as fluffychat for Android.
