[feature] updating without code-signed builds (windows is expensive)

It is quite difficult to get a Windows code-signing certificate and rather expensive (~$80/month for CI/CD certificate). An optional parameter to disable the code-signed requirement would be nice for open-source and non-enterprise budget projects.
