Request: Restore Romanian Language (and few langs) and its translations
Please reinstate Romanian (locale code is ro_RO) language for translation in https://crowdin.com/project/electron and maybe a descripted way to request this type of stuff in the documentation. I want to remake the translated content. Why dozens of languages was removed since 14th January? Thanks!

@vhashimotoo @erickzhao Not to forget #1668 and #1669: Most of them have been decreased to... 7 langs without clear proof.

@web-sys1 #1668 and #1669 are only fixing bugs introduced by language deleting, all this repository is automatic, the reason why languages are removed described in Electron Discord (https://discord.gg/electron), if you would to really talk with @erickzhao and other folks it's better to contact with them in Discord. At Discord has channel i18n where you can ask this question.
