[Bug]: Windows "select an app" dialog does not appear when using `shell.openPath` to open file without application registered for opening

Expected Behavior
- Have file that doesn't have an application registered for opening
- Use
shell.openPathto open the file
Expected: a "select an app" dialog appears allowing you to choose an app with which to open the file.
Actual Behavior
Actual: nothing appears and the file doesn't open in any application.

Additional Information
I tried other versions of Electron to see what versions reproduced and which didn't:
- 10.3.2 worked
- 13.1.2 worked
- 16.0.4 failed
- 21.2.0 failed
I also tried reproducing on Windows 10, and I could not reproduce the issue.
