Ah I see, this is a problem with an upstream dependency: https://github.com/electron-userland/electron-builder/issues/7572

Maybe electron-builder documentation should be updated for this case? From what I can tell .ts config files simply don't work on Windows as it is. I'll raise an issue with the upstream dependency.
