Desktop:StartupTasks - Set Enabled prop to false

I notice that with the prop set by default to true, Enabled="true", the apps are automatically added to Startup instead of just "add the extension" as the documentation indicate. Is there a way to have this extension disabled and controlled by the app (either UI for user choice and/or programatically, depending in the use cases)?. I think that just adding the app and don't allow to each one handle it is kinda weird Is it possible? Thanks!
