Prebuild-install cli arguments have no effect when using electron-builder.

Fetching our prebuilt binaries provides a 404 error.

It looks as if the prebuild-install cli-arguments are not passed on when using electron-builder (specifically --tag-prefix). Our native packages are published under the following URL: https://github.com/iotaledger/wallet.rs/releases/tag/nodejs-binding-v2.0.2-alpha.21, whereas electron-builder is looking for the release at https://github.com/iotaledger/wallet.rs/releases/tag/v2.0.2-alpha.21 (see image). The nodejs-binding-v is omitted from the URL.
