Clean up shapes affected by a relation change without starting a consumer process

Now that we don't automatically start a consumer for a shape, if we receive a relation change affecting a lot of shapes we will suddenly have to start potentially a lot of consumers just to have them almost immediately shutdown and cleanup.

We should cleanup shapes without starting a consumer first.
