Sources with IPv4 address based hosts still attempt to connect over ipv6

Bug description

If you configure a db with host 127.0.0.1 the connection resolver treats it as a hostname and tries to connect over ipv6.

Expected behavior

The connection resolver should recognise an IP address and pre-emptively configure the ipv6 support based on the address class
