Option to install and configure local-volume-provisioner

Is your feature request related to a problem? It has been decided that local storage might become a feature that we want to offer or use for other services in our stack. We have a pending ADR for using the local-volume-provisioner to create PVs in k8s. In kubespray local-volume-provisioner in present in kubernetes-apps and so it should be possible to install the component and required storageclasses using kubespray, see docs.
