Investigate fluentd-{user,wc} configuration

Describe the bug We have enabled system.input.conf in fluentd and it contains a lot of inputs that are tailing files that are non-existant on the host. As the paths don't exists I would have expected fluentd to give a warning message for each path that it cannot tail like it does for the apiserver audit log, but this is not the case. I have been trying to figure out why but i haven't not found the answer hence this issue.

If this is a bug I cannot say but it just seems fishy to me.

Expected behavior When system.input.conf config is enabled fluentd should give a warning on all input paths that i can't tail.

Right now i can only see

but I would expect similar messages for

path /var/log/salt/minion
path /var/log/startupscript.log
path /var/log/etcd.log
...
