[2] Specify runbookUrl for kube-prometheus-stack prometheus-alerts

Current behaviour

In the kube-prometheus-stack the alerts come with a proper link to the correct runbook for the alert, base url is here. When we moved those alerts we seemingly didn't keep the url which means that the runboookUrl part of the alert is useless as it doesn't link to anything.

Expected behaviour

The correct runbook url is configured for the alerts that have been taken from the kube-prometheus-stack.

Steps to reproduce

Install or template the prometheus alerts and notice that the runbook url is incomplete from the kube-prometheus-stack alerts.
