Remove rook-ceph netpols, gatekeeperPsp and monitoring

Is your feature request related to a problem? Please describe. These are now installed through the helmfile in kubespray

Describe the solution you'd like We should remove them from apps.

Additional context We should wait with this until we have started rolling out the v2.23.0 kubespray release which includes the rook-ceph rework including the netpols/psp/monitoring.

Definition of done: rook-ceph netpols/gatekeeperPsp/monitoring are removed from apps
