Add in-cluster resource to lookup services

Is your feature request related to a problem? Please describe. It can be a bit confusing for devs to find services, especially with additions that add postgres, rabbit, and redis, as they need to know the specific namespace + name to access resources. And it would be a great DX improvement to have a central place in cluster to look these up.

Describe the solution you'd like Either added as part of kubectl cluster-info or in easily accessible configmaps (mayhaps in the default namespace) that devs can access to find information about all services they can access and use.

Additional context It should not be needed to configure and update this via apps to add it for additions that are external to apps.

Definition of done: Central place in-cluster to lookup services that are accessible by devs.

We need to further specify this. There is a risk that not eveyone in the Customer organization should know too much about the Environment. However, just granting them this information shouldn't mean they have access to the Service Endpoint itself.
