update ips - move the scripts execution to the prepare step

We would like to run the update IPs script during the prepare step so we will not miss it.

Definition of Done

• check if moving the upgrade-ips script execution to the prepare step is possible and will not create additional issues
• move the upgrade-ips script execution to the prepare step
• remove the manual step to run update-ips from the migration document template
