starboard-operator - alert for missing vulnearability reports

Describe the bug We would like and alert to detect when we stop receiving vulnerability reports (or Image vulnerabilities grafana dashboard is empty for wither sc or wc )

Definition of Done

• create an alert to notify us when image vulnerability data is missing
• check if there are alerts that notify us about starboard issues (add the most relevant ones)
