Investigate priorityclass for customers

What should be investigated. What technology/product/concept should be investigated?

When we've done #827 we should check how we can allow customers to be able to use priorityclasses without being able to make them higher priority than our resources.

Look at using resource quota and/or opa rules to enforce this. If you find some other way of doing this, please include that as well.

What artifacts should this produce. How should the knowledge gathered from this task be captured.

  • A list of pros and cons for the different approaches
  • A suggestion on what solution for we should use.
