Fluentd alerts installed thrice

Describe the bug Title. Fluentd alerts are installed 3 times in the workload cluster. Two times by the fluentd-elasticsearch

• fluentd-wc
• fluentd-user

And one time by the prometheus-alerts in wc

To Reproduce It's in all environments

Expected behavior No duplicate fluentd prometuehs alerting rules
