Setup and maintain a changelog

(Maybe once the move to the open-telemetry org has happened)

We should setup a CHANGELOG document, and start maintaining it for any public facing changes. This can either be done manually with entries in a document in every PR, or by using chloggen.

Any news on this issue? I saw that there are now tags (no releases yet), so it would be nice to have a changelog...
