[Doc] Edit and restructure Tips and JVM settings

Good information added in #15210! Can be improved with some restructuring and editing.

  • [ ] Java info appears in two sections with no links between them
  • [ ] Tips and best practice section needs restructuring. The placement of the Java section (so that it appears as a subsection) obscures the other information in the section.
  • [ ] General edit for clarity and flow
