[Metrics] Metrics explorer doesn't show small numbers

Describe the bug:

Metrics explorer shows all 0 for really small numbers. For instance see Y axis in this screenshot (also the popup when you hover):

Actual values can be seen here:

Steps to reproduce:

1. Send a metric with really small numbers (~0.00005 in this example)
2. Graph it with Metrics explorer
