Kibana/Elasticsearch Stack version

VERSION: 8.16.0 SERVERLESS
BUILD: 77679
COMMIT: 6b091fe3b410eaae9d4805c0a3c0ea6168bf66b0

Preconditions

• Navigate to Stack Management tab
• Click on the drop down for the category
• Observe the 'developer tools' is not available as a category

Additional Details

• ESS environment for 8.16.0 SNAPSHOT has many more entries

Expected Result

• The developer tools should be shown as a category
