[Fleet] Remove `expiration` property from Fleet actions

Fleet currently supports an expiration property in its upgrade actions. However, this property is ignored as of https://github.com/elastic/fleet-server/pull/2243. We should remove the field entirely as its not honored.

This would be a breaking change that should target 9.0.
