feat(slo): allow burn rate short window configuration

Resolves https://github.com/elastic/kibana/issues/186464

Summary

This PR changes the burn rate rule editor and makes the short window configurable instead of fixed to 1/12th of the long window. The API was already accepting the short window so no changes are necessary there.
