Steps
- Login to kibana deployment
- Go to Rule pages and then go to rule exception tab
- Observed that help text of where rule exception will work is missing under new modal text

This was removed in the new designs. @yiyangliu9286 - should this text be added back in?
I personally don't think it's necessary because we'd already separated up the Rule exceptions | Endpoint exceptions tabs so users should be able to distinguish them.
After chatting with the team, I think we're going to add back in because it isn't totally intuitive in that endpoint exceptions are also run in detections.

we have validated this issue on 8.5.0 BC3 and found the issue to be fixed now ✔️ . Correct Definition text of Rule Exception and Endpoint Exception is showing.
