[Fleet]: 'Save Changes' button is shown enabled on 'Edit X tag' pop-up even when no changes are made on it

Preconditions:

• 8.4 Kibana cloud environment should be available.
• A Tag should be created on Stack Management > Tags page

Steps to reproduce:

1. Navigate to Stack Management > Tags
2. Click on Edit this tag icon under Actions column
3. Edit X tag pop-up gets opened
4. Observe that the Save Changes button is enabled.

Expected Result:

• Save Changes button should be shown disabled on Edit X tag pop-up when no changes are made on it.

We have re-validated this issue on the latest 8.4.0 BC4 Kibana Staging environment and found that the issue is fixed.

Below are the observations:

• Save Changes button is shown disabled on Edit X tag pop-up when no changes are made on it.
