[ResponseOps][ActionableObservability] - Fix flaky test in rule details page

Summary

It fixes #136000 by waiting for the hook to get ruleTypeIndex and guarantee that ruleSummaryRuleType exists on the Rule Details page.

I will run this PR against the flaky test runner.
