[Infra Monitoring UI] Empty toast is shown when failing to create a Metrics view

If the request to create the Metrics view fails, the toast we display is empty.

This can happen for example if the user doesn't have the privileges to create a Saved Object.

• Perhaps we should not even show the option to create a Metrics view if the user doesn't have the right privileges.
