[EuiTable][SCREEN READER]: Screen readers cannot access parent row when a child row is expanded

Description

I discovered a bug with our EuiTable expanding rows feature where screen readers will allow users to expand a child row, access that child row content, but not be able to access the parent row. If I expand the first row for example, I can read out the new "second" row, but my screen reader focus skips over the previous first row and goes back to the heading.

I've attached a short MP4 movie showing this behavior with VoiceOver + Safari. I've observed this behavior with NVDA + Chrome also.
