[EuiSuperDatePicker] Both from and to popovers can be open an the same time

If a user clicks fast it's possible both popovers stay open. This should be prevented (only allow one of the popovers to be open at a time):

A solution similar to EuiDataGrid might work - EuiDataGrid makes use of a single EuiWrappingPopover whose button anchor changes depending on what triggered it.

Or we can just wait until we have time to implement the newest design iteration which would combine the to- and from- contents into one popover. It's odd sure, but it's not detrimental and only if they click supa-fast. 💨
