[beats receivers] Support health reporting in the Logstash exporter

Implement basic health reporting for the Logstash exporter, similar to what was done in https://github.com/open-telemetry/opentelemetry-collector-contrib/pull/39562. For the Logstash exporter likely most health statuses changes will occur due to connectivity issues e.g. unreachable hosts.
