[Elastic Agent] Filebeat registry not recrecated after cleanup

After some issues with filebeat the registry under C:\\Program Files\\Elastic\\Agent\\data\\elastic-agent-abcdef\\run\\default\\filebeat--7.13.1\\registry\\filebeat was wiped out and the Elastic Agent was restarted. After restart the following error is shown:

Could not init registrar: failed to open store 'filebeat': open C:\\Program Files\\Elastic\\Agent\\data\\elastic-agent-abcdef\\run\\default\\filebeat--7.13.1\\registry\\filebeat\\meta.json: The system cannot find the file specified."

I would have expected that if the registry is removed a fresh one will be created. I assume there is some more state around that needs to be cleaned out or this is a bug.
