Allow elastic license to be specified on the template and UI

Right now we bootstrap with a trial license and then folks will have to manually sent an license using the API post deploy. In a future version we should allow to bootstrap with a valid license from the get go.

Perhaps allow bootstrapping with a valid license from the ARM template only, to keep the Marketplace UI simple?

I think most of us expect the ARM template to have more features and be more flexible than the Marketplace UI so it would be OK to put only there.
